About the Author: EDWARD S. MIHALKANIN is Associate Professor of Political Science at Texas State University, San Marcos. He is the author of The Role of the Embassador with Warren Kieth Neisler in U.S.-Latin American Policymaking: A Reference Handbook (1995), The Abkhazians: A Minority in their Own Homeland, in De Facto States: The Quest for Sovereignty (2003), and, with Robert Gorman, Historical Dictionary of Human Rights and Humanitarian Organizations (1997).
