About the Author: MICHAEL J. SILER is Associate Professor of Political Science at California State University, Los Angeles. He has worked in the federal and state legislative arenas, think tanks, and the public sector. His central intellectual focuses include comparative nuclear proliferation studies, nuclear and WMD proliferation issues and the Third World, Al-Quaeda and global terrorism studies, international security, American foreign policy, and African studies.
