About the Author: RAJEEV K. GOEL is Professor of Economics at Illinois State University./e Before joining the faculty there, he was a Research Associate at Oak Ridge National Laboratory. Dr. Goel has published scholarly papers in national and international journals in various economic fields. His main focus of research has been on the economics of technical change.
