Craig H. Allen CRAIG H. ALLEN is the Judson Falknor Professor of Law at the University of Washington, Seattle. He joined the university faculty in 1996, following his retirement from the U.S. Coast Guard. He is a licensed master mariner and serves on the U.S. Navigation Safety Council. He is also on the board of editors of Ocean Development and International Law and is the author of Farwell's Rules of the Nautical Road (Naval Institute Press, 2004). For the 2006-2007 academic year he served as the Charles H. Stockton Chair in International Law at the U.S. Naval War College. Books by this author:
