Terrence MacTaggart TERRENCE MACTAGGART has served as Chancellor of the University of Maine System and the Minnesota State University System. He participated in the turnaroud at Webster University (Mo.), led the revitalization of the University of Wisconsin, Superior, and orgnized the turnaround strategies that led to increased public support and a stronger reputation for the University of Maine System. MacTaggart has served as a consultant to more than ten univeristies, both public and private, on comprehensive turnarounds. His most recent books are Restructuring Higher Education: What Works and What Doesn't in Reorganizing Governing Systems and Seeking Excellence Through Independence: Liberating Colleges and Universities from Excessive Regulation.
