William C. Middlebrooks WILLIAM C. MIDDLEBROOKS, JR. is policy program manager at the Financial Crimes Enforcement Network, Department of the Treasury. He was formerly a senior counsel at the Office of Regulatory Policy at the Securities and Exchange Commission and an intelligence officer in the China Division of the Central Intelligence Agency, specializing in aspects of Chinese military modernization and Sino-Japanese security.
